WWE is trying to book the current Divas Champion Paige against heel divas that are lower on the rosters depth chart.
The reason she has been facing Divas like Aksana and Alicia Fox is so the WWE audience will get a chance to know Paige and find reasons to cheer for her.
They didn’t want to book Paige right into a feud with a top level diva until she gets a few matches on the main roster under her belt. They feel this is the best way to build Paige for the long run.
